Since climate
is now very much unpredictable, this study plans to
create a more enabling environment by promoting
multi-stakeholder participation in various community
programs . Now is the time for all public and private
sectors of society to come together for a united cause.
The team
plans to continue holding seminars patterned after the
SMART School Rain Gauge Project of the school, which was
started in school year 2008-2009 to awaken the
environmental consciousness and disaster preparedness of
the young generation. This time around , these seminars
will cater to the different schools and to the different
barangays of the community in cooperation with the
NCF-TPC of Mike Padua to hopefully instill
precautionary principle required of them by the
changing times .
The team also
plans to conduct dialogs with the local government units
in particular, urging them to provide financial support
to local research and development program in
strengthening disaster prevention capability of the
community and asking them to put in place a
comprehensive disaster preparedness program. This move
is in cognizance with the three of the five priorities
of the Hyogo Framework which include the following: to
ensure that disaster risk reduction is a national and
local priority with a strong institutional basis for
implementation; to strengthen disaster preparedness for
effective response at all levels; and to identify,
assess and monitor disaster risks and enhance early
warning.
The team will also try its best to work-
out the possibility of using the citys calamity fund in
upgrading the equipment of both the PAGASA and the
NCF-TPC. This is also in support with what has been
stated in the editorial of the Philippine Star dated
Oct. 1, 2009 : Beyond relief operations and
commiseration with the victims, the government must
implement certain measures to improve disaster response
capability.
Finally, the
team will recommend to DEPED and to the local school
board the integration of weather tracking in the
teaching of Science and Mathematics and the formation of
JUNIOR RAIN GAUGERS & WEATHER TRAFFICKERS in every
school, similar to that of the Naga City Science High
School, to awaken the interest and environmental
consciousness of young weather enthusiasts in the
community. This is the research teams response to the
other priority of the Hyogo Framework which is to use
knowledge, innovation and education to build a culture
of safety and resilience at all levels. Conrado de
Quiros was absolutely right for saying in his editorial
column in the Philippine Inquirer dated Oct. 26,
2009 that Without education, you will be the victim
of disaster. Hell, without education, you will always be
a disaster.
