CONCLUSIONS:

 

The advent of natural calamities happening not only to the nation but across the world at a frightening frequency has inspired the team to conduct this study. Results of the survey and interviews conducted reveal several important points.

First, it tells us that old rules and practices must be changed along with the changing times; the task of warning the public cannot and should not be limited to PAGASA only and that the people should be open about it.  The study, therefore, serves as an eye-opener for all the people to accept the fact that efforts to reduce disaster is now a concerted effort of the entire community. The Hyogo Framework Action 2005-2015, which was drawn up at the UN World Conference Disaster Reduction in 2005 in Kobe, Japan, states ”that there is now international acknowledgment that efforts to reduce disaster risks must be systematically integrated into policies, plans and programs for sustainable development and poverty reduction, and supported through bilateral, regional and international cooperation, including partnerships.” Even the 2009 Philippine Disaster Risk Management Act supports the very same principle. Furthermore, it can also be drawn out from the study that the kind of weather forecasting made by private sector meteorologists like Mike Padua along with his weather web site answers the need of the time as evidenced by the growing number of commercial weather providers and commercial  weather vendor web sites around the globe. In other words, there’s nothing wrong  for private meteorologist Mike Padua to work  hand in hand with PAGASA in giving the public a general picture of the forthcoming events to prevent casualties.

Second, the study further awakens the disaster preparedness of the people and of the local government units; it makes them realize that for a first class city but a disaster-prone community like Naga City, the more there’s a need to look ahead before its too late. In his editorial column, Conrado de Quiros of the Philippine Inquirer noted what has been said by Undersecretary Graciano Yumul of the Department of Science & Technology: “that climate uncertainty is now the rule rather than exception. “

Third, the study makes the Nagueño more appreciative of Mike Padua by knowing him up close and personal. People will come to realize that the making of a  true-blooded storm chaser is as difficult as a thread is being inserted inside the needle and having someone like Mike Padua is a rare opportunity that we should all be proud and thankful of---that without him, the city will never be the same again, literally.

        Fourth, the study serves as a channel for information dissemination to finally settle the issues concerning Mike Padua’s expertise and the legality of his weather advisory broadcasts; thus allowing the possibility of making him a weather icon all throughout the country .

        Fifth, this study will generate more storm chasers in the years to come and will help promote Mike Padua’s web site all throughout the globe .

                Lastly, the study ends with a general conclusion that with the early warnings provided by Mike Padua, the Nagueño community is able to cope with any disaster confronting them.
